Simplify create user from Portal Login Screen.

Today, multiple clicks are required to create a new user in the Nordomatic Portal. The customers feel this is confusing, and it is generating a lot of questions.

Enable users with many systems to organize them better

Users that have access to many systems (sometimes 100+) find it very hard to traverse the flat list of sites.
